and gary leeberson. is he here? hi gary and the other district attorney. if we can get a microphone and since we have the experts here. what are you most proud of in san that -- mateo and i know there is a program there and what you're most proud of in your community that addresses these issues? >> hi everybody. >> sorry to surprise you. >> no worries. we're meant to think on our feet. the collaboration that we have in our community. we have been sitting around the table as community leaders throughout our criminal justice system for a number of years, long before realignment happened with the schools and law enforcement, with probation, our office, with public centers office and looking a sulsystem's approach and not just punitive base but there are going to be consequences as nancy said for very extreme acts but everything ultimately is local. i mean with limited exceptions of people that need lifelong time outs or much longer than everybody else, but by in large everything is local and i think that we really put a lot of focus on our young people. my colleagues and the sup
of police. gary is a psychiatrist and laura's law advocate and eduardo vega of the mental health association of san francisco. let me start by opposing a question to karen chen from the public defenders office. karen, can you -- how about if you start by giving us an overview of how the city handles this conflict between treatment and civil liberties. >> an involuntary hold starts in san francisco when a peace officer or a clinician makes the determination that the person is due to a mental disorder, is a danger to others or danger to self or gravely disabled. gravely disabled means that person does not have the ability to provide for basic needs such as food, clothing and shelter. and the legal representation starts in most cases the first 3 days of the involuntary hold during the initial psychiatric evaluation and then the legal representation also continues with if the person is asked to be stayed or referred for further treatment up to 14 days. during this phase, the attorneys will represent the clients about whether or not they will have to stay on this hold, whether they have to take

to make sure that gary has a chance to answer as a psychiatrist. how do you deal when someone is asked are they mentally ill and they say know and that is used against them? >> yeah, i think, i want to start off by talking about why i'm interested in this issue. as i mentioned earlier, i have a family member. my mother has 60s schizophrenia since i was very young. we went through the same heart aches in terms of trying to get her into treatment and having her presented very well and having her discharged and police getting involved simply for being psychotic in a public area and going to court hearings. a very messy issue. the reason why i'm interested in this particular issue is not because i'm interested in controversy or particularly polarizing issues, but because i believe in it. i believe that laura's law outpatient treatment is a tool among many tools that we have in the mental health system to try to engage people in a recovery based way. the foundation of laura's law is a multidisciplinary team trying to engage people, trying to give them as much say in the treatment plan as
